In August 2010, the Ontario Lottery and Gaming Corporation (OLG) announced it would be following the online gaming model set further by the Canadian provinces of British Columbia and Quebec. Since that announcement no new information has been released. However, the OLG recently stated that it has appointed a consultant to assist with implementation. Sports Gaming Limited was chosen following a competitive and lengthy process.
The objective of the consultant is to develop a well-managed, well-run, appealing online gambling website that will meet the expectations of those located in the province while increasing net profits. The target date of implementation in Ontario is some time in 2012. OLG has identified five principles that will act as the cornerstones of this gambling venture including:
- Promote responsible gambling
- Protect personal information
- Maintain the integrity of games
- Detect money laundering and other criminal activity
- Prevent access by minors
In addition to the services of Sports gaming, OLG has also dedicated to acquire input from other external agencies with regards to meeting its objective without compromising the aforementioned public principles. To collect this information, three mechanisms have been identified including expert roundtables, joining hands will public sector partners and soliciting input from the business community.
Within the expert roundtable sessions, advice will be requested from domestic and international experts with regards to data privacy, responsible gambling and crime prevention tactics. The goal is to develop strong standards and best practices through the experience of global gaming experts.
Proposed public sector partners that could assist the OLG with implementation include, the Alcohol and Gaming Commission of Ontario and the Interprovincial Lottery Corporation and Financial Transactions as well as the Report Analysis Center of Canada. This partnership will help the OLG achieve its goals.

Finally, the solicitation of input from the business community will be accomplished through a transparent bidding process to create contacts with qualified vendors. This mechanism was initiated on November 15th, 2010 when OLG requested specific information from vendors relevant to the industry. The next step is of the Corporation to develop a public Request for Proposals.
Despite the short lull in activity of the OLG, it appears as if the province has set the wheels in motion and will hit their 2012 implementation date. By developing a strong responsible gambling program with player protections and data privacy, Canada could become a model for other countries in the future.
